"Cleaner Production as a Contribution to Sustainable Development"
(Moscow, December 6-9, 2004)
Concept

The International Conference "Cleaner Production as a Contribution to Sustainable Development" is the International Forum for elaboration of development Cleaner Production Strategy in Russia and the project of National Action Plan on Cleaner Production as follow up of the Plan of Realization of the World Summit on Sustainable Development (Johannesburg, September 2002).

The Conference is conducted in Moscow on 6-9 December, 2004 in honor of the 10th anniversary of the Russian-Norwegian Cleaner Production Program.

The objective of the measure is analysis and generalization of experience and results and determination of ways of further development of cleaner production as a basis for sustainable development production and consumption in Russia at the results of 10-year introduction and dissemination of Cleaner Production Program in Russia. In their part foreign participants of the Conference could share their experience of dissemination and introduction of cleaner production in other countries of the world.

The Conference has to contribute to the shift of Russian economy to sustainable development through introduction of cleaner production methods that help use natural and energy resources in a more effective way, bringing to industrial companies both economic and environmental benefits.

Such an approach to solving problems of sustainable development is arisen by the overhaul of the industry, energy facilities, transport, housing and communal service, and agricultural production, and must reduce to zero the negative influence of waste generated by these branches on the nature and man's health under retaining and improving the social conditions.

Supposed that the results of the Conference:

would stimulate Russia to implement the decisions of the World Summit held in Johannesburg, Environmental Doctrine of the Russian Federation (2002), the Federal Low of the Russian Federation "About Environmental Protection" (2002), and other international, bilateral obligations assume as a basis in the sphere of environmental protection and natural resources conservation;

permit to disseminate the Program realization in all regions of Russia in order to perform real environmental policy in economy on the basis of economically sound measures in the acceptable period of 7-10 years.

From the Russian side to the Conference invited managers, engineer-technicians specialists of a enterprises and scientific research organizations of all kind of ownership, heads of investment companies and educational institutions, representatives of administrative federal and regional authorities and those of NGO’s are welcomed to participate in the Conference.

Foreign participants of UNEP, UNIDO, OÅCD international organizations, representatives of banks and investment funds, representatives of environmental authorities, sciences, businessmen and NGO’s, Cleaner Production Centres from the states of CIS and from Norway, Sweden, Finland, USA and those other countries.

Mass media agencies are welcomed to cover the work of the Conference, so that possibly the general public could get reliable information on the advantages the introduction and development of cleaner production principles can bring to all of us, the more so that any industrial activity of man calls to this or that extent for keeping them.

It is supposed to provide financial support of the Conference holding at the cost of organizations, enterprises and firms of Russia and a number of foreign countries interested in cleaner production development. Information on the Conference sponsors will be widely spread in the course of the Conference preparation and holding and also shown in its resulting documents and materials.

Preparation and holding the Conference should be entrusted to special Organizational Committee at the head of which there would be outstanding figures of Government, Parliament, regional administration, economy, science, culture and NGO’s. The Russian-Norwegian Cleaner Production Centre will function as the Conference Secretariat.

The following events should be included into the Conference program:
  1. Plenary sessions;
  2. Work of sections;
  3. Work of drafting committee;
  4. Cultural Programme;
  5. Informal meetings of specialists regarding to separate problems.
It should be necessary to use premises for plenary sessions (accommodating up to 300 persons) and those for section meetings (accommodating 30 persons) with high level of service (catering, recreation) and, if needed, to arrange transport for all the participants.

It is planned to organize the specialized exhibition just near the hall for plenary sessions.

Each participant should be provided with a set of information materials, probably various materials (packets) for different groups of participants. In the course of the Roundtable, the special group is to settle all the questions concerning technical maintenance, reception and accommodation of participants, rendering medical aid in case of need.

On completion of the Conference it is proposed to consider and confirm a draft of Strategy on cleaner production development in Russia and the instrument of its realization – the National Action Plan on cleaner production directed to sustainable consumption and production, and to present them for approval of Ministry of Natural Resources of the Russian Federation and Government of the Russian Federation, the State Duma and the Council of Federation with the aim of implementation of the Russian obligations to fulfill the Plan of Realization of the World Summit on Sustainable Development.
