Ministry for Natural Resources, RussiaIn Russia the Cleaner Production Programme, implemented within the framework of the Russian - Norwegian co-operation based on the appropriate intergovernmental agreement of 1992, has been supported since 1994 by the Ministry of Natural Resources of the RF and local authorities.

The Russian-Norwegian Cleaner Production Centre (RNC) has been set up to arrange, carry out and disseminate the CP Programme.

Over 1600 specialists from more than 500 enterprises have been trained since then, mainly representatives of Russia's north-west territory, that is the regions of Arkhangelsk, Vologda, Kaliningrad, Kirov, Leningrad, Lipetsk, Murmansk, Novgorod; the Republics of Karelia and Komi; and the City of Saint-Petersburg. The Programme is being performed at the Norilsk ore mining and processing enterprise, the territory of Krasnoyarsk, supported here by the Arctic Council.



In the framework of the Arctic Council special Programmes have been started with the assistance of the USA Environmental Protection Agency, they are purposed to inhibit formation of toxic substances and thus reduce deleterious influence they exert on the ecosystems of the country's northern region.

As the practice shows, each dollar invested into the Programme yields 2 to 5 dollars of profit, due to substantial cut in consumption of electric power, raw material and water and increase in waste recovery.

A finance and credit line has been established in co-operation with the NEFCO (Nordic Environment Finance Corporation). Based on the Finance Engineering Programme, it will help choose the projects most efficacious as to economy of resources and reduction of effluents, to be then implemented at concrete enterprises. At present a number of such projects are being prepared, and credit agreements have been signed and executed with four companies.

As a result, for the time elapsed since we have managed to overcome obstacles occurred on the peculiar way of the country's economical development, and to gather great expertise in transition of industry unto the principles of cleaner production which is indispensable for protection of the environment in other countries, as well as in Russia.

It is known from the world practice that Cleaner Production Round Tables are held regularly (every 2 years) in Europe, in the Asia - Pacific region, and in various countries (USA, Canada et al.).
European Roundtable on Sustainable Consumption and Production

In connection with the 10th anniversary of the Cleaner Production Programme in Russia the RNCPC in collaboration with the Russian Regional Environmental Centre makes a proposal, approved of and supported by the Ministry of Natural Resources of the RF, aimed at holding in Moscow (December, 6-9, 2004) the International Conference "Cleaner Production as a Contribution to Sustainable Development", with the participation of many foreign specialists.

We would like to see among them the representatives of EU, UNEP, UNIDO, OECD, Nordic Council of Ministers, Arctic Council, Council of the Barents Euro-Arctic Region, Council of the Baltic Sea States, as well as experts from Scandinavian countries, the USA, Germany, Poland, the Czech Republic, Baltic countries, the CIS members, and others.

We hope to enlist the services of Russian industrials and regional managers in preparing and holding the International Conference.

As we see it, representatives of finance and banking circles who run their business in Russia in investment could get plenty of valuable information for themselves at this event.
