| FIRST LEVEL - "RESOURCE SAVING" |

At that level the participants learn to make a complex analysis of material and energy flows, as well as contaminant flows; to determine the relation of all the flows with the resources used and yield of finished products. In order to successfully master this knowledge the participants study the elements of the market economy, theory of the material balance, methods of the "brain storm", take part in business games. The activity of the Programme at the First level starts with the recruiting a group of participants (25 to 30 persons) out of specialists representing various industries and farming and having - and that is an important condition - the possibility to make managerial decisions. The plan of training is: three sessions of three days each and the fourth session (diploma) - two days. The intervals between the sessions are about 1.5 month. During that period the participants work at their enterprises with Programme's specialists coming directly to the sites to render practical and methodical assistance in drawing up ecological projects. |
 | As a results of training within the framework of the First level the participants acquire skills of systems study of process chains with the aim of finding variations most significant from the economic point of view to manufacture cleaner products under conditions of the real production and admissible costs. The period of training according the First level is about six months. Upon completion the participant submits a diploma work containing projects of:

| SECOND LEVEL - "FINANCIAL ENGINEERING" |

The second level of the Programme is based on the First level results. The RNC specialists analyze and refine diploma works, chiefly, Group B projects aiming at searching for investments from Russian and foreign financial institutions. The objective of training at the Second level: to elaborate real projects' business plans complying with the requirements of the standards of the international financial organizations. RNC accomplishes that together with the Nordic Environment Finance Corporation (NEFCO). Training in financial engineering is performed in two sessions of two days each with a month interval. The participants who successfully completed this Programme get an international-pattern certificate and their projects are sent to the Investment Committee of NEFCO. The RNC carries out preliminary selection of projects for the Programme's second stage, consults the authors and establishes direct contacts with NEFCO. The first credit for setting up a used tires processing plant has been granted in 2002. The project is now under execution. |

| THIRD LEVEL - "ENVIRONMENTAL MANAGEMENT" |

At present the enterprises are not likely to get into the world markets of goods and services without introduction of the environmental management systems (EMS), qualified by the ISO 14000 family of international standards. That is why the third stage is dedicated to study of preparative work done for adopting the systems of environmental management and carrying out the environmental audit. The methodical aids made with due regard for the experience of EMS introduction at Russian enterprises, are used there. |
