CHRONICLE OF SUCCESSFUL DEVELOPMENT

1992
The intergovernmental Agreement between Russia and Norway on cooperation in the sphere of the environment protection was signed and the decision of setting up and implementing the Norwegian Cleaner Production Programme in Russia was made

1994
The Russian-Norwegian Cleaner Production Centre (RNCPC) was set up. Its objective consists of coordinating and managing the Programme introduction in Russia. RNCPC is registered as an independent non-profit organization


1994 - 1995
Two Programmes in Moscow for specialists of the enterprises of the North-Western region of Russia were completed

Since 1994 till the present day
Implementation of the Cleaner Production Programme in the Barents/Euroarctic region of Russia (Republic of Karelia, Arkhangelsk and Murmansk districts).
Murmansk, Kandalaksha, Segezha, Severodvinsk, Petrozavodsk becomes the regional centers for introducing the Programme. Establishing close relations with a great number of enterprises of the North-West.
The commencement of the practical introduction of the Programme at the enterprises whose engineer and technical personnel successfully completed training under the Programme and solves practical ecological problems at their enterprises using their knowledge obtained in the course of training.

1995
Participation in the conference of the European round table on cleaner production in Rotterdam

1996
Transition of Programmes realization directly into the Barents region, e. g. in Republic of Korelija, Archangelsk and Murmansk districts.
The film "A Chance to Survive" was shown by ARTV that clearly demonstrated the basic principles of the Programme and results of its introduction in the North-Western region.

1997 - 1998
The Programme was spread to the Kaliningrad and Leningrad Regions, St. Petersburg, as well as the Vologda district.

1997 - 1999
Three variations of the Programme introduction were realized in the Republic of Komi, among them for the oil producing industry of the Republic and for AEC "Komienergo".

1997
Participation in the conference of the European round table on cleaner production in Oslo

1998
The Programme is introduced in the Moscow district. Participation in the conference of the European round table on cleaner production in Lisbon

1998 - 1999
The Cleaner Production Programme is mastered by the enterprises of the Oktyabrskaya and Severnaya railways. RNC held the informational seminars in the Yaroslav, Vladimir, Smolensk, Kaluga, Kursk, Novgorod, Tomsk districts and in the Republic of Sakha (Yakutia)

1998 - 2000
The Cleaner Production Programme was spread to Republic of Komi, in wich the general territorial program were held in the town of Usinsk for oil producing industry and for AEC "Komienergo"

1999 - 2000
The Programme is adopted in the CIS countries. Main successes are achieved in the Republics of Azerbaijan and Moldova.
The number of the participants who completed the Programme achieves a thousand

2000 - 2001
The Programme is introduced at industrial entities of the Novgorod region, the city of Veliky Novgorod, as well as at the Kirovo-Chepetsk chemical complex, the Norilsk Nickel mining and smelting enterprise and the Arkhenergo system. A session of the Russian-Norwegian joint commission for environmental protection is held in Vologda.

The RNC takes part in:
  • the International conference on Cleaner Production, Oslo, Norway;
  • the International seminar on power systems efficiency of the Baltic region countries, Copenhagen;
  • the International symposium of the European community on the "Northern Dimension", Moscow;
  • the Conference on "Environmental and the industrial policy, investment in environmental projects", Lipetsk.
2002
The Programme is spread on the enterprises of Yelets, the Lipetsk region, and on the Norilsk Nickel mining and smelting enterprise (start of the second Programme). Training by the Cleaner Production Programme is recommenced in St. Petersburg.

For the first time an Information seminar on cleaner production for a protected natural territory has been held in the national park of Kenozero.

Programmes of training in cleaner production are continued in the traditional regions - the provinces of Arkhangelsk and Murmansk, the Republic of Karelia.

Conferences and seminars on EMS and ISO 14000 are held in Moscow (DNV), in Saint Petersburg, in Zvenigorod, Moscow region (for cleaner production engineers), Norilsk (Norilsky Nickel MMP).

The RNC takes an active part in:
  • the 7th UNEP Conference on the Cleaner Production Programme, Prague;
  • the meeting of the 8th All-European round table on cleaner production, Cork, Ireland;
  • the visit of Bjorge Breide, Minister for Environment of Norway, to enterprise "Zvezdochka", Arkhangelsk;
  • the activity of the Workgroup for environmental protection and of the Workgroup for cleaner production, the Barents region Council.
  • the Conference on "Environmental safety", Ministry for Nature Resources of the Russian Federation;
  • the TACIS Seminar on waste treatment, Volgograd;
  • other events on cleaner production, introduction of EMS and ISO 14000.

2003
Programs of cleaner production training on in traditional regions of Northwest were continued: Arkhangelsk and Murmansk regions, Republic of Karelia, and also St. Petersburg, Lipetsk region, Polar Branch of the Mining and Smelting JSC “Norilsk Nickel”, Norilsk.

The Center started fulfillment of the Program “Cleaner Production and Toxic Substances " (Murmansk, Severodvinsk) within the framework of activity of the ÀÑÀÐ – Working Group of the Arctic Council on prevention of pollution of Arctic regions.

The Center started to fulfill a complex of organizational actions on realization of the International Conference “Cleaner Production as the Contribution to Sustainable Development” on December 6-9, 2004 in Moscow.

RNC organized and carried out:
  • information seminars within the Program "Cleaner Production" (Volgograd, Murmansk - for experts of transport systems, Krasnoyarsk);
  • UNEP seminar "Cleaner Production - Creation and Investments" (Moscow).
RNC took active part:
  • in meetings of Task Force Group on Cleaner Production of Barents Euro-Arctic Region Council (BEAC) (Moscow);
  • in work of Expert Groups of NEFCO/AMAP on updating of environmental “hot spots” list in the Russian Part of the Barents region (Arkhangelsk, Murmansk, Petrozavodsk, Syktyvkar) in the framework of the BEAC;
  • in activities of the Working Group on Environment of the BEAC;;
  • in celebration of the anniversary of Energy Effectiveness Centers (Oslo, Norway);
  • in the Ministerial Conference on Environment and Sustainable Development in Northern Europe (participated as members of Russian delegation) (Luleo, Sweden);
  • in the Conference “The Northern Dimension Environmental Cooperation in the Adjacent Areas” (St. Petersburg), organized by Nordic Council of Ministers;
  • in the Forum “Day of the Baltic Sea” (St. Petersburg);
  • in conducting of the Russian - Swedish Educational Seminar for young Russian administrators of regional divisions of the Ministry of Natural Resources (Velikij Novgorod);
  • in session of the Arctic Council Working Group on Prevention of Pollution of Arctic (ACAP) (Oslo, Norway);
  • in conducting of Session of the Russian - Norwegian Joint Commission on cooperation in the field of environment protection (Syktyvkar);
  • in the All-Russia Congress on Environment Protection (Moscow);
  • in creation of the Orthodox Environmental Fund;
  • in other actions on cleaner production, introduction of EMS and ISO 14000.
